Pachhunga University College Alumni Association (PUCAA)

The PUCAA is a non-political, non-profit voluntary organization of the former students and faculties of the Pachhunga University College, Aizawl, Mizoram. It is an autonomous body of association charting its own aims and objectives for the welfare of all the alumni, and their relationship with the college in particular, and of the society at large. The association strives for the challenge to be an association with a difference. The college has earnestly desired to constitute an alumni association of some sort, especially in view of its impending 50th anniversary in 2008.

 The PUCAA therefore was founded on the auspicious evening of June 6, 2007 (Wednesday), when few enthusiastic alumni gathered at the Conference Hall, Hotel Ritz, Dawrpui, Aizawl, Mizoram, following the initiatives of the Alumni Committee of Pachhunga University College. ‘A Get-Together to Form PUC Alumni Association’, thereto it was called, marked the  birth and christening of the association.

The PUCAA now is in full functional form, growing in strength and invites any alumni of the college to get enrolled in the association (see the Constitution for details, membership form can be downloaded, and locally available at Synod Office, MZP Pisa Pui, Vanglaini Office, Lengzem Office and Pachhunga University College).

CONSTITUTION OF THE PACHHUNGA UNIVERSITY COLLEGE ALUMNI ASSOCIATION

For the sake of clarity and interpretation, the terms used in the Constitution of the Association hereafter shall have the meanings as explained below:

Article One

Definitions

 

‘PUCAA’ means the Pachhunga University College Alumni Association.

 

‘PUC’ means the Pachhunga University College, Aizawl, Mizoram.

 

‘The Association’ means the PUCAA.

 

‘The College’ means Pachhunga University College, Aizawl, Mizoram

 

‘The Principal’ means the Principal of Pachhunga University College.

 

‘The General Body’ means the assembly of the members of PUCAA.

 

‘The Executive Committee’ means the Executive Committee of PUCAA constituted under its memorandum and constitution  of the Association.

 

‘sub-committee’ means any sub-committee formed by the Executive Committee.

 

‘students’ means students of PUC.

 

‘Funds’ means all the funds that the Association may receive from various sources meant for the activities of the  Association.

 

‘Properties’ means all movable and immovable properties or assets acquired by the Association from time to time.

 

Article Two

Aims & Objectives

 

To promote and uphold the mission, objectives and welfare of the College.

 

To create and maintain awareness of alumni responsibilities to provide strong support and service to the College.

 

To educate the students about the rewards and responsibilities of the life long relationship with the College.

 

To support the College students and alumni career development.

 

To keep alive the spirit of public service and self-sacrifice for the welfare of the society.

 

To foster and promote goodwill through mutual trust, respect and collaboration among the members of the Association  and to re-live the happy college days.

 

To inoculate the spirit of scientific approach to life keeping in view the fast developing field of information technology.

 

To achieve a genuine two-way communication between the College and the alumni and to stimulate and encourage alumni  response and initiative in collaborating with the College in its effort to provide better facilities to the students.

 

 

Article Three:

Membership

a.

Eligibility: All the old students who were enrolled at the College for at least one academic year and past faculty members  are eligible members by paying membership fee.

 

Membership fee: One becomes a member of PUCAA only on payment of an annual membership fee of rupees one hundred.

 

Life membership: Persons become and remain life members with voting privilege by paying a fee of rupees one thousand.

 

Withdrawal: A member may cease to be a member voluntarily or if for disciplinary reasons the Executive Committee removes  him/her from the membership of the Association.

 

Article Four:

The General Body

 

Composition: Members of PUCAA who have duly paid their membership fee shall form The General Body of the Association.  There shall be at least one General Body Meeting in every two years. The Executive Committee shall have the power to  convene Special General Body Meeting at any time in case the need arises in its opinion. The President of the Association  shall be the Chairman of the General Body Meeting.

 

Voting Rights: Questions, resolutions, etc arising in the meeting shall be decided upon by majority of votes whether it be  voice vote, show of hands or poll. Each member shall have the right to vote. If needed, the Chairman will have casting  vote.

 

Powers and Duties: The General Body has the following powers and duties –

i. To approve the report of the Executive Committee.

ii. To elect the members of the Office Bearers.

iii. To transact any other business which may be forwarded by the Executive Committee.

iv. To amend the Memorandum and Constitution of the Association.

 

Article Five

The Executive Committee

 

Composition: The Executive Committee of the Association will consists of Office Bearers and the Committee Members  mentioned in the clause II of the Memorandum of the Association.

 

Function: The management of the Association shall be vested in the Executive Committee.

 

Transaction of Business: The President of the Association shall be the Chairman of the Executive Committee. The meeting  of the Executive Committee shall be held at least  once in every six months. Questions or agenda raised in the meeting  shall be decided upon by the majority of votes by voice, show of hands or poll. If needed, the Chairman  will have casting  vote.

 

Term of Office: The term of the Executive Committee shall be two years or till a new Executive Committee is formed,  whichever is earlier.

 

Resignation: A member of the Executive may resign at any time, by communicating his/her intention in writing to the  President. The resignation will take effect on acceptance by the Executive Committee.

 

Power and Duties: The powers and duties of the Executive Committee are –

i. To plan and manage activities of the Association.

ii. To approve the report of the activities taken during the year and to prepare financial report of the previous year.

iii. To delegate any of its powers to sub-committees for proper conduct of the affair of the Association.

iv. To conduct any other business that may be brought before the meeting.

v. To open and operate bank accounts in the name of the Association and to administer all funds of the Association.

vi. To receive gifts, endowments, bequest and donations in the form of money or any kind, property, whether  moveable or immovable, for the purpose of the work connected with the objects of the Association.

vii. To do all such other things as may be deemed by the Executive Committee to be incidental of conductive to the  attainments of all or any objectives of the Association.

 

Article Six:

Powers and Functions

 

The President: He is the executive and administrative head of the Association. Besides presiding over the meeting of the  Executive Committee and the General Body, the President shall be vigilant to promote the interests and achieve the  objects of the Association.

 

The Vice Presidents: In the absence of the President, one of the Vice Presidents shall perform the duties of the President.

c. T

he General Secretary: He shall, in consultation with the President, issue notices of General Body and the Executive  Committee meeting as and when required. He shall also  be responsible in executing works connected with the day-to-day  functioning of the Association.

 

The Secretaries: Besides performing day-to-day activities of the Association as assigned to them by the President and/or  the General Secretary, one of the Secretaries shall  perform the duties of the General Secretary during his absence.

 

The Treasurer: He shall be responsible for keeping the accounts/cash book for payments/expenditure and administration of  the money and assets of the Association under the  general supervision of the President. He shall operate the bank  accounts of the Association jointly with the President and/or the Executive Committee.

 

Article Seven

Election & Appointment

 

The General Body Meeting shall elect the Office Bearers of the head office for a term of two years. The Meeting shall have  the option to elect post by post or elect ten persons for the post of office bearers who will then decide their respective  designations within three days from the date of election. The outgoing Office Bearers shall hand  over charges to the  newly elected Office Bearers within seven days from the date of election.

 

Returning Officer and Polling Officers appointed by the Executive Committee shall conduct the election. Voting at the  election shall be done by secret ballots.

 

The executive Committee shall nominate fifteen persons for the Office Bearers. Another five persons may be nominated  from the floor. Any nominee who gets simple majority of votes shall be declared as elected for the post of Office  Bearers.

 

The newly elected Office Bearer shall, in their meeting, appoint members of the Executive Committee and Advisers of the  Association as soon as possible.

 

Article Eight

PUCAA Chapter

a.

In every locality, village, town and city, a group of not less than five alumni may form the Chapter of PUCAA. Each Chapter  office shall be located at their respective village/town/city.

 

All the Chapters of PUCAA shall be affiliated to the PUCAA Head Office, Aizawl by paying affiliation fee of rupees one  hundred only.

 

Each Chapter of PUCAA is authorized to undertake activities relating to the objectives of the Association in every corner of  the world. However, if a PUCAA Chapter has been functioning in that area, prior occurrence from that Chapter must be  obtained.

 

Article Nine

Properties

a.  Funds

Regular accounts shall be kept for all the moneys and properties of the Association. The Association may raise its  fund through the membership feed, voluntary contributions, gifts from members and well-wishers, donations from  other  agencies – Government and non-government, and through different schemes and projects as deemed proper and suitable  to the Association.

b. Audit:

The auditors appointed by the Executive Committee shall audit the accounts of the Association annually.

 

Article Ten:

Dissolution

 

In the case of the Association ceases to function and comes to dissolution, all the funds, assets or properties of the  Association shall be inherited by the Pachhunga University College, Aizawl, Mizoram

 

 

 

 

 

 

Article Eleven

Amendments

 

Power to Amend: Every amendment in the Constitution of the Association shall be presented before the General Body Meeting. The amendments will be effective from and approval of the General Body Meeting
